The Phantom Project: Repairing the airfield lighting system

The airport's taxiway lights have been inoperative for at least 4 years. Repairing that system was rated on the 2024 Airport Customers Survey as their second-highest priority (see www.theairportreport.info/2024-survey). In early 2023, the Airport Commission, unable to find out the status of the hundreds of thousands of dollars spent on these repairs, asked the City to report "progress" on this project at each monthly meeting.

I reviewed the "progress" on repairing the system as reported in the agendas for the Airport Commission, starting with May 2023 (over two years ago). The results are shown below.

During the 11 months from May 2023 to April 2024, the "work start date" continuously slipped from May 2023 to January 2024 (9 months) and the "completion date" drifted from July 2023 to April 2024 (7 months), as shown in the table, below. When the Airport Commission tried to get some honest answers, the City shuttered the Commission for 6 months for a claimed "Brown Act Violation." This was in spite of the fact that the Torrance Municipal Code Chapter 3, Article 4, Section 13.4.6, states "The [Airport] Commission shall hold regular meetings at least once every month." [Emphasis added].

During the 7 months since the Commission was again allowed to meet, the "RFP release date" stated in the agendas has remained "Q3 of FY 2024-2025" (or by end of March 2025), as shown in the following table.

Note that in April and May of 2025, the RFP release date was still shown in Airport Commission Agendas as "Q3 FY 2024-2025" or March 2025!!

When I checked at 9:30 AM on June 9, there were no RFPs for any airport projects on the City of Torrance bid list (http://www.https://vendors.planetbids.com/portal/47426/bo/bo-search).

WHEN WILL WE GET SOME HONEST ANSWERS ON THE STATUS OF THE AIRFIELD LIGHTING SYSTEM REPAIRS??
